Is there an optional vacuum breaker for the spout adapter?

We were called to an animal hospital for a problem with 2 Encore 8 in. deck faucets with terrible flow. The faucets have a hand spray connected to the bottom of the faucet and there is a high arch spout. The vacuum breakers are not allowing flow through the spout or hand spray. We have removed the vacuum breakers and spout adapters in order to get any flow. We put a low flow aerator on the spout in order to get flow through the sprayer when you activate it but the spout continues flow. Im not sure the vacuum breaker should even be in the spout. Any suggestions would be helpful.
