What do you recommend for cleaning the coils on a Victory RA-2D-S9 and how often

We have a refrigeration coil cleaning brush below but what I really recommend is either a vacuum or air compressor. You should clean the coils every month (bakeries, pizza parlors, etc) to every 6 months (all other establishments).
