Does the top have a hole in which to run water in to the top of the salad spinner? Does it have holes in the bottom to let the water drain out?

Yes, this World Cuisine Salad Spinner does have a hole in the top where you can run water through. It does not however have holes in the bottom for draining the water out. You'll need to remove the inside spinner and empty the water from the larger bowl manually.
